Hamzah Alkmali

Visiting Fellow, AGSI

Hamzah Alkmali is a visiting fellow at the Arab Gulf States Institute, where his research focuses on Yemen and the evolving security dynamics of the Red Sea region. He currently serves as Yemen’s deputy minister of youth and sports, where he has led national initiatives in policy design, strategic planning, and international cooperation. 

With over 13 years of experience in public governance, fiscal policy, and conflict resolution, Alkmali has played a leading role in Yemen’s postconflict development and national dialogue processes. He was a delegate to the United Nations-sponsored National Dialogue Conference and has participated in several rounds of U.N.-sponsored Yemen peace negotiations. He holds a master’s in public policy, finance, and management from SOAS University of London and is currently a Hubert H. Humphrey fellow at the Maxwell School of Citizenship and Public Affairs at Syracuse University. His research interests include fragile state governance, economic reform, and Gulf-Red Sea strategic relations.
